Etisalat Nigeria has been on, browsing freely for month but the speed is not that close to perfect but it is ok for browsing pages and watching videos.The problem is from the network itself not from any software but there is a way to make it faster,if you really want to use it on pc just download these softwares,i mean both of them and install them on your pc:
